The Institute of International and European Affairs is Ireland’s leading think tank on European and International affairs. It is an independent, not-for-profit organisation with charitable status. Its aim is to provide a forum for those with an interest in strategic planning in Irish Foreign and EU policy, and to evaluate and disseminate strategic policy options in these areas. The IIEA welcomes over 100 keynote speakers per year.

In his address to the IIEA, Jacques Sapir discusses the economic challenges facing Russia, which he believes became overly dependent on the Western banking system to fund its development post 1998. He argues that this model was undermined by the financial crisis of 2008 and collapsed when the United States and the European Union implemented their sanctions regime in 2014. Dr Sapir draws on this analysis to provide a perspective on the future of the Russian economy.

About the Speaker: Stephen M. Walt is the Robert and Rene Belfer Professor of International Relations at the John F. Kennedy School of Government, Harvard University. He previously taught at Princeton University and the University of Chicago. Professor Walt was a Resident Associate of the Carnegie Endowment for Peace and a Guest Scholar at the Brookings Institution, and he has also served as a consultant for the Institute of Defense Analyses, the Center for Naval Analyses, and the National Defense University. He presently serves on the editorial boards of Foreign Policy, Security Studies, International Relations, and the Journal of Cold War Studies. Professor Walt is the author of The Origins of Alliances (1987), Revolution and War (1996), Taming American Power: The Global Response to U.S. Primacy (2005), and, with co-author J.J. Mearsheimer, The Israel Lobby (2007). He writes regularly online at walt.foreignpolicy.com. About the Speech: Professor Walt will give a keynote address on Obama's Foreign Policy and the End of the American Era. This event is co-hosted by the IIEA and UCD's Clinton Institute for American Studies.
